Yep, SkypeIn (local phone number to receive calls, voicemail) runs $38/year, and another $30 for SkypeOut (unlimited outgoing calls). Added together, that breaks down to $5.67/month for the whole kit and caboodle. It's worth mentioning though that emergency calling (911) is not available with Skype.
