One would think so.

My favorite scam was when some guy went to one of the Asian countries, and bought up enough cheap rice alcohol to fill up a tanker. In transporting it back, he packaged them in giant drums adding a blue dye to have them resemble Windex, avoiding alcohol tax. When it was back in the states, he'd remove the dye through some sort of cancellation method. Then the alcohol would be sold again as expensive vodka. Naturally, some partner turned him in. Almost perfect!

I grew up in Vancouver Washington which is right across the border from Portland Oregon. The State of Oregon has a $.05 deposit on all cans and bottles, while the State of Washington doesn't. Since many beverage distributors were based in Portland, many the cans and bottles had the $.05 deposit marking on them. It was common practice to take your cans and bottles across the border to Oregon to make a profit. In most cases the clerk that was counting your cans and bottles didn't have time to check every can to make sure they were from Oregon.

There was a time in California that you could get more for the cans by taking them to the recycle center and just turning them in for aluminum content.
