Saw this one too, which shows just how close the cop car is to the accident. Terrible tragedy - suspect the driver was drunk - but fantastic photo. Right place right time.

I have heard of plenty of stories in Mexico where they typically only keep the roughest criminals locked up and others like this is seen as an "accident" and is set free within a few months...

I can't imagine the Mexican government has the funding to maintain a large population of prisoners.
