You have not set the boot priority correctly in the BIOS. When it starts up, hit the delete key to enter into BIOS setup screen. Then it might be different depending on your motherboard, but go into a menu called "General BIOS Settings" or somthing like that and look for the boot order or boot priority and change it so that it boots from the hard drive first, then CD ROM. I like to disable all other boot devices if I don't need them just to keep it clean.

But if you are trying to boot from a CD (like to install windows or somthing) you will need to put the CD rom drive as the first boot device and the hard drive as the second boot device. When you have the Windows CD in the drive and the computer goes to boot from it, it will say "Hit Any Key to Boot from CD....." and it will give you a few seconds to hit a key to boot from the CD. You'll want to hit a key to boot from the windows CD then follow the installation instructions for installing windows. After that, the Windows installation will keep restarting the computer and the POST screen will keep asking "Press Any Key to Boot from CD......" you don't need to keep booting from the CD when the installation restarts the computer, just let the little dots go all the way to the end and then it will boot from the hard drive and continue with the installation.

Let us know if you have any questions about the actual Windows installation process. Hope this solves the problem! :)
