Yes they are very real. Any single destination can fail from your location but be accessible from another location, even if some of the transferring routers are the same.

no its just some bandwidth sucking site, i swear these colleges/universities have to put these things up to justify their high costs @_@

Where do you get that from? I work for an ISP and this is a very serious problem that is getting worse. People complaining they can't get to a website when we can on our side or they send an email that never arrives but also is never returned to sender.
Spam is clogging some internet pipelines so bad that some legitimate emails never reach their destination but the sending server got the signal that it had been sent...

Yeah... that' annoying. Alhough most of the the reason we can reach the website and the cust can't is because we're on a seperate network with different dns's servers, etc. etc.
