Default Random pixelation on screen = video card failure?

I just noticed this today when I turned on my computer. I have random pixels (mostly green) all over the screen in random positions. Some are flickering, others are staying put.

It's not dead pixels, this monitor is dead pixel free. Which, of course, leads me to say its a video card.

What you think?

If your card is overclocked put it back to normal.
Verify your card isn't overheating, that all there isn't dust bunnies stuck in the fans or such.
Ultimately, completely remove your graphics card drivers, run a cleaning utility such as Guru3D Driver Sweeper (Guru3D - Driver Sweeper (Setup) download from Guru3D.com) and re-install the latest available version.

In the event that you have another computer, you can always try your card in the other computer.

If after all this you still have dots and lines flashing around, I would deem the card good for RMA.

That's the thing. It used to be overclocked about two O/S installs ago (I format frequently... just a thing I have). Haven't had it since. Don't even have the option in CCC.

I'll try reinstalling the driver.

I'm leaning more to the video card failure... I'm gonna take it to work on Friday and run some diagnostics on it to find out for sure.

I haven't installed Catalyst 8.8 yet... about to.

EDIT: In terms of a midrange card now, should I be looking at the 9800GT/HD 4850 if I'm looking around $150? Any preferences?

as long as you're gaming at or above 1650 X 1050, i'd say upgrade to an HD 4850.
The HD4850 is the best buy for midrange card.

You can get a HD 4850 and a 9800GTX+ for about the same price... still hold that recommendation?
