Default New comp. starts up then shuts down

I have e6600 w/ gigabyte965p-ds3 mobo. I can start up if the 12v atx cpu power is not plugged in. if it IS plugged in it starts up for about 3 sec. shuts down for about 5 sec. then on its own starts up and repeats cycle until I turn psu switch off.

Have NO idea whats going on. Just want to game.

What power supply and processor?
Are you sure you have the power plugs connected properly? Double check all the other connections and make sure something isn't out of place. Also double check the front panel connections on the motherboard and make sure something isn't shorting out the pins or one of them is connected backwards or in the wrong spot or something.

I don't know how to put this, but, I'm kind of a big deal.

I've been troubleshooting with blackeyedpiece via AIM, and here's some background information:
- components used are an E6600 processor on a Gigabyte 965P DS3 motherboard powered by a 600w OCZ GameXstream

- has tried removing and reinstalling heatsink/fan to processor, and verified that it's plugged into the motherboard

- has doubled checked that the correct 4-pin P4 connector is plugged into motherboard, although he's also tried it with the incorrect connector as well. Whether that may have damaged his mobo is unknown at this point

- has checked for shorts and verified that the standoffs are installed and lined up correctly, with screws applied to each one

I called gigabyte and their tech guy helped me fix it. I needed to change the power from 1.8 to 2.0 V. Because they were wrong it wouldn't let me start up. Maybe someone would want to sticky these instructions. This is for oc memory sticks in mobo w/ wrong factory bios settings.

1. take out memory
2. take out battery on mobo
3. wait a minute or two (30-45 seconds really but be safe) this clears mobo memory.
4. put battery back in and ONLY 1 MEMORY STICK into the FIRST ram slot.
5. boot computer and enter bios right away or you will have to do this all over again.
6. increase the voltage setting by +.2 volts (or whatever you need to change it to.
7. restart and set up your os from the boot menu.

thank everyone for their help. I really appreciate it and will try to stay as active on these forums since you have ALL helped me so much. share the knowledge.
