I can barely understand your post, but I'll try to help anyways.

Check all your connections. This happened to me when I didn't plug in the 4/8 pin power connection for the CPU.

Does the PC power up? All the fans spin and whatnot?

Hmm, okay... Do you have another video card you can test? But it's a brand new card, so that's probably not it... Man, I must say I'm stumped... For the time being...

The reason it didn't work for me was I forgot to plug in a power connection in the motherboard. Check ALL your power connections (24pin mobo connector, 4/8 pin connector, etc.)

Good luck man, hope you get it fixed really soon!

Take out the video card and reinstall it. Make sure it's seated properly.

Check all connections. Cables, ribbons, SATA cables, fan power connectors, the whole nine yards. If it can be disconnected, check it. This includes Ram.

If all else fails, use the CMOS clear jumper to reset CMOS and see if that helps. Hopefully, you were properly grounded before touching any computer components.

and this also happened when my brother, didnt seat the CPU properly that the HSF are not touching the CPU and the lever is not locked properly.

but i can bet that this has something to do with either the Video Card or the 4/8 Power Extention Molex on the upper left corner of the mobo...
