do you have your front panel (start button, reset button) wires connected correctly? This is what gets me most of the time and your problems are what I experience when I get those wires crossed. Check them carefully with the manual that came with the motherboard.

I would rather read a NewEgg review than a [H] review

What I would try doing, is hook up everything out side of the case, on a cardboard box or something else non conductive, and just see if it works. If it does, then there's a chance something is shorting out something when you have it all in the case.

If that fails unhook stuff one by one, see if it starts working after any of it gets unplugged. If it's still turning on and off with the cpu unplugged, i would hazard a guess that the power supply is bad.

If you have a multimeter, I would also try checking the voltages your psu is putting out, make sure nothing is out of spec.

I think i had a bad mobo that did something similar to what your describing too, where it would turn on and off repeatedly.... it was a gigabyte p965 s3 revision 1, might need to rma the mobo if nothing else looks bad, but I'd check the power supply and any possible shorts first.

Ok, with that first computer, I would try plugging in the hard drive using a different molex plug, from a completly different string if possible, just in case there's a short on that strand of plugs.

For the second computer, that sounds exactly like what happened to me. I would rma the motherboard, and if it still happens, rma the video card and the ram... but I would start with the motherboard.

To just start RMA parts is bad advice. Do your best to isolate the problem, then after you are sure a part needs to be RMA'd then RMA it. To just RMA parts as a part of troubleshooting is not a good idea.

Very true, it would be best to unplug everything at a time, try them with other parts, etc... but he's already done that. Just my 2 cents, since I had the same problem with a gigabyte motherboard, and since he already tried unplugging everything, and well, it sounds like what I was having trouble with too. Only other thing I think he could try would be to use a different psu, not sure if he's tried that or not.
