I've seen a similar thing happen to a friend's computer and it turned out to be a faulty power switch on the case. So try another switch if you've got one or you can open up the case and try shorting the two pins on the motherboard where the power switch connect. While you're inside the case, double check all the cables and connections and make sure they are all securely connected and there is no dust big globs of dust that might be preventing contact for whatever reason. You could also test the power supply by pulling the 20 (or 24-pin) ATX power connector from the motherboard and putting one end of a paper clip in the pin with the green wire and the other end in the pin with a black wire and see if the fans spin up.

The biggest thing would be that front panel power switch. Dust could be the culprit, but it looks to me like this would be more like a wire not touching the conductor properly, or like blake mentioned the extra 4-pin missing somehow...

Don't forget, no one's perfect. HP could've forgotten something.

Good luck!
