i have no time to get into details, as im STILL in a hurry, but ive circled what fell off and its actually broken off...

No it won't work, do not reconnect the video card.

Looking at your picture, I'm not sure what you are pointing out that is broken. Do you have the piece that broke off and maybe show us what it looks like?

If you are referring to the capacitor, then hell no, I would definitely not install and put power on that card.

so is there ANY way to fix this?

superglue-ing the piece back on? yes im desperate...there is no way to get this working for my cousin now is there? i was supposed to give him this so i could upgrade, now im left with less than what i started with.

this is not good. series of bad events have been happening to me lately...this may be a sign...

It depends on how the connection broke. You can always resolder it, we need a better look at the piece.

but, as it stands, at this second, its completely "un-usable" and "un-salvageable"? i mean quickly.

It is unusable. At least I know I would never take the chance of plugging it this way. At best it doesn't work, at worst you fry something, put the house on fire.

That is an essential part of the equipment.

Re solder it on or get another card, are your only real options.

Yeah, that is a capacitor you identified on those pictures and a very essential part of any computer component. The card is basically ruined, your only hope would be to try and re-solder it back on like Dread mentioned. But again, when you power on your system, there's no telling what might happen, so try that at your own risk...
