Well, given that the clock speed is being reduced, you either have EIST enabled and it is doing too good of a job (possibly because your temps are too high and it is throttling back) or because you have changed something in the BIOS accidentally and permanently reduced the clock speed (possibly reduced the multiplier).

Try setting your BIOS to the "Fail Safe Defaults" and see if that fixes the problem. If not, check your processor temperatures and make sure they are in check (about 50ºC or less). What are you using to check the clock speed of the processor? I suggest opening up CPU-Z and then running StressPrime or Orthos to load the processor and see if the processor's speed changes.

i have ran orthos at full and cpu-z still shows 2.4ghz. i did in the past try to underclock the cpu due to heat. the only thing i changed was fsb and vcore. however since then i chnged it bk to auto for both fsb and vcore. and it did go back to 3.4 and eist did work. its just since last weeek all of a sudden it dont work. i cant chnge mulitplier anyways as it is locked on this cpu. i have notiuced however if i now take eist off. the cpu stays at max 3.4 all the time. but when i enable it ...its bk to stage one 2.4. temps are fine at 34c cpu and 27c mobo.

right guys found what the problem is. i just been flicking around google looking for problem. have realised that cuple of weeks ago on vista i set the power managemnt to saver. i just put it to maximum and it flashed me cpu bk upto 3.4ghz. woooooooohoooooooo .keeping it on balanced enables EIST woohoooo. thnks guys without ya ide neva have the motivaiton to trouble shoot the annoying thing. now looking at it its kinda clever what vista can do. never mind underclocking cpu jus use vista power managemnt under control panel. helps to save power and lower temps. :-)
