Default Looking for NDIS

I have been on the hunt for a free or open source windows NDIS Intermediary (or is it intermediate) driver that can be integrated into another program that is being compiled and created for a small business environment. We tend to use open source programs but also make sizable donations to the originators if we use it for more than a month or two.
This is why we are looking at any source possible since sourceforge and other open source areas have not come up with anything usable.
It has to be usable with most versions of Windows from 98 to Vista and may be needing the same type driver for Mac as well in the future.

Any help or leads would be much appreciated.

Are you talking about a C library? If so, I recommend libcurl (though I'm not 100% positive it works in Windows).

its not a library, it is a driver to be used in windows that the C++/C# uses it to direct traffic through it... it is what most firewalls and such programs use...
