In your Control Panel, bring up the Display Properties. Themes can be found on the very first tab. An alternate method is to use a program like Windows Blinds, though I've had mixed success running that one.

And how do you change the word on the "start" button?
You can use a third party program such as TweakXP, or take the hands-on approach and follow these steps ---> LINK

Blake has a method of changing the windows theme without using any third party program. I'll wait till he tells us.

A method other than the built in display properties?

Nifty as it may be, we must have different definitions of "third party programs"...

I'm not sure anymore but he told me a few months ago. It has to do with replacing some files.

You just patch the uxtheme.dll file in the system32 folder so you can add in other themes (which you put in the Windows/Resources/Themes folder).

Download and install the Multi-Patcher first. Then you can download themes (like CoolXP, which is my favorite) and just move the folder for the theme into the Windows/Resources folder and then, like sbohdan said, you can just pull it up and apply it in the regular Desktop > Properties > Appearance tab drop down list. Works great! :D
