question could this psu below handle a 8800gts safely and stably

I would recommend atleast a 500w. A 650w would serve you even better.

Well, it is a Corsair PSU (good quality), but yeah, what Ty said, at least a 600W, better off with a 650W.

It should be able to handle a single 8800GTS, but anything more than that is pushing it. That Corsair 450W unit only comes with one PCI-Express power connector so that should give you an idea of what market segment this unit is marketed for (no 8800GTX or 2900XT for you).

What makes you say that? According to this, the efficiency is 80% average, which is pretty good

Actually, the Corsair HX-620W is one of the most efficient and best PSUs on the market.

The Corsair 450 Watt PSU you link to delivers a maximum of 33 Amps from a single 12 Volt rail design. The graphics card you mention will draw about 11 Amps under full load (132 Watts of 12 Volt Power).

Depending on the rest of the system needs of 12 Volt Power it will work if remaining system needs are low enough. Personally I would look towards the larger version delivering 550 Watts. UK Version is a model
CMPSU-550VXUK.

doesnt higher psu wattages frain more electricity from the mains = higher bill and a high efficiency rating would mean a saving on electricity? i dont pay the bill so i wanna save on it as much as pos.
