Default HSF

I installed my zalman HSF using the supplied bracket and the HSF can move a little, is this normal or should it be tighter? I have the bracket screwed down tight and when I unscrew the bracket it pops up quite a ways so there's pressure on the HSF.

don't overtighten it. Most HSF do wiggle a bit, but as long as the contact is solid, and mounting flush...everything should be fine.
A better gauge is to watch those temperatures

Thanks capper. I thought it was probably ok since there is pressure on the proc but I wanted to make sure. I know that too much tightening can break the proc.

If you mean it rotates just a little bit, maybe 3 degrees either way, that's perfectly normal. Happened on 7000AlCu, 7700AlCu and 9500 for me.

Yep like Ranger said if it rotates a bit that's normal. Alot of HSF do that. Even I can move my Typhoon a bit.
