No. The X1300Pro 512MB (and all other X1300 cards for that matter) are built on the RV515 core and there are no more shaders or pipelines available to unlock. It takes a very unique card to be able to unlock pipelines, it isn't very common.

Is this 512MB HyperMemory or actually 512MB?

Seems it's actually 512MB. I don't see why many people would buy that card... at least many people who know what they're doing.
