MALTA -- State officials are putting the finishing touches on a $1 billion package of incentives to lure semiconductor manufacturer Advanced Micro Devices to the Luther Forest Technology Park [New York], according to sources close to the negotiations.

AMD would build a $3.5 billion semiconductor fabrication plant, according to sources. Officials have said a chip fab could employ as many as 1,000 people....

Sorry, A tad late, its already been confirmed, AMD had taken the deal and wil be building a fab.
