This is a bit OT but still related:
the law varies by state, but here in FL, the law is very specific and includes those under 18: there may not be more than 2 years of age difference between both consenting parties, the timeframe taken by each persons birthday.
Even with this law, I have seen a few stories around where there was an 18 year old male, a 16 year old female (usually pregnant), they were both within the law, in one case they were engaged and going to be married at the courthouse within a few days, the mother of the underage girl were allowing it, yet these damn "legislating from the bench" judges saw "under-18" and now these guys are registered sex offenders when they never did break the law.
Carry this crap over into the military and there could be even worse consequences. Rather than raping some foreign (or military) female, give them a vent for their frustrations and let them have their magazines.

Mr. Screwball covers this nicely starting with what is or is not an age of consent and what is or is not legal between who and what. The bottom line is this is decided from state to state. What is acceptable in one state is a crime in another state. Since you are in Mass. a good starting point as to the laws would be to write to the Honorable Senator Edward Kennedy, an individual of the highest levels of integrity and moral fiber.

Remaining off topic, this is one of the few areas the federal government has not yet legislated. Don't worry as they will screw it up soon.

Now back on topic (almost). A military base or installation is deemed a federal reservation of the US. This also applies overseas as bases they are soverign.

When I was a young Marine I was assigned to Naval Air Station Millington (Memphis) Tenn. There was a time in the US whan states decided the legal age to drink liquor, before the whole 21 / 18 / back to 21 thing. The drinking age in Tenn. was 21, however, on the base in the base club system the age was 18. Therefore I could drink on the base at 19 but not outside the base confines. That explains why half the base migrated to Clarksburg, Miss. every weekend as the legal age to drink in Miss. was 18.

Every now and then some asshole likes to decide they know what is best for the troops. They have found they actually can legislate their own personal morality on everyone.

Additionally offering and receiving a "hug" is not assault if both parties consent to the hug. Then too, in Mass. I am not sure. They burned witches ya know.
