Of course there are different phases of it. Every child during their school age years will be placed in a trade group. In their younger years they will be taught basic education, much like they are now. Once they are older, JR HS and HS age, they will start to learn their trade. I think once Texas became a state of the union was when people really started giving a shit. Hell look at NYC and the immigration throughout the 1800s. All kinds of movies based on that. We have all these sayings (melting pot) and laws and landmarks regarding immigration (Statue of Liberty being a major one) yet for the past century we have been working to keep people out.
Once we got settled into our borders (usually the second or third generation born stateside), we became protective and just like our ancestors overseas, we disliked immigration from other countries, regardless of religion or skin color or anything.
