Ok then ..from the post screen do I just hit f1 to continue or DEL to enter setup?

Well, "setup" is the BIOS, so it depends whether you want to enter the BIOS or not. If your just installing Windows and are fine with the default setting and your not going to overclock, don't enter the BIOS.

Ok. I pressed F1 to continue and it wants a boot disc?Is that the OS disc it wants?

To install Windows, you need to go into the BIOS, set the boot order to boot from your optical drive, then the hard drive. Then save and exit the BIOS and let the computer start up and do not hit Del to go into BIOS. It should say to press any key to boot from CD (assuming you put the disk in the drive before the computer restarted) and you press a key and it will go to a blue screen where you will continue to install Windows.

Here is a guide to Installing Windows XP...
If you've got Vista, it should be the same process, but with different loading screens once you've booted from the CD (or DVD in this case).
