It doesn't have to be the same - just a whole divider of it (hmmm....bad explanation).

If RPM is 360, then the camera could be at 36 FPM (which is only about .5 FPS) and still get the effect (although, it would be really choppy <- get it? Choppy?). The camera is likely much faster than the rotors though.

But remember, there are 5 blades, so if the RPM is 360, blades are in the same place 5 times per rotation - so 1800 times per minute (5x360). If the camera was sync to that, the FPS is 30 FPS. Sounds reasonable.
