Hmm says my rig would draw 394Watts at max load. Mine hardly makes it over 210 watts full load. Is this based on TDP?

How'd you find out your load number?

I know this can't be accurate to an extent. I think they're just throwing in headroom. I know my system can't even cover 250W (even with the X1900XT).

He used a special multimeter and measured the wattage right from the outlet.

From some reviews I've seen, the x1900XT will draw MAX 100-120 watts from the 12v rail, since your 820 is at stock, fulil load would be about 90-110 Watts. So you system *should* be under 350 Watts power draw.
