Haha, good point, why even enter at all if it's not going to matter if you did win. If I was in his position I would definitely give it away, if anything just to make me look like a great guy, chicks love that sort of thing.

Because those of us that dont have it look at money as means of survival, while those asshats born into it look at it as a penis measurement, or putting it more politically correct, a status symbol.

The way I see it....one should not judge a person they know very little about or is here to defend one's self.As far as winning the $$...good for him,his rite to do so.We also have no idea how generous the guy may be to charity etc.Just my $.02.

Shouldn't you have to be a resident of the state or at least the U.S.?

To view the New York State Laws governing the Lottery, see Article 34 of the Tax Law here.
TAX AND OFFSET INFORMATION
The Lottery is required to report and withhold taxes according to the regulations of the Internal Revenue Service and the New York State Department of Tax and Finance.
Click the image to open in full size. The current tax withholding rates are: Required Federal withholding 25% Federal backup withholding 28% Federal Non-resident Alien withholding 30% New York State withholding 6.85% New York City withholding 3.648% Yonkers withholding .685% Legislation was passed that requires the New York Lottery to withhold New York State taxes from taxable prizes over $5,000, regardless of the winner's place of residence. This law became effective October 1, 2000 and can be viewed at www.tax.state.ny.us By law, the New York Lottery is required to withhold past-due child support and prior public assistance received from any Lottery prize of $600 or more.

This should help with some issues as far as legality from out of country/state etc.
