Version 25.5 of Prime95 is multi-threaded and stresses all 4 cores with one instance of the program. And BTW, Orthos and Prime95 use the same code to stress the CPU.

I struck through that comment because I then noticed his sig says XP-64 bit. And while I have used Vista 64-bit and know Coretemp doesn't play nice, I never tried CoreTemp with XP 64-bit. So I can't comment on that one.

CoreTemp links the workaround on their download page (LINK). I haven't delved deep into this, but anyone wanting to read more, Microsoft has a downloadable .doc file on the subject (not specific to Core Temp) here.

So After using Core Temp, about 15 minutes into the 2 tests, I'm at 61C for Core 0, 58C for Core 1, 56C for Core 2 and 55C for Core 3. CPU-Z says my Core Voltage is 1.184V, but I set my voltage to 1.2V in the bios? What would cause this?

It is common for most motherboards, it's called V-droop. The voltage set in the BIOS is never going to be exactly what it actually is.

Ok so I have it at 3Ghz but Core Temp is saying that Core 0 gets up to 66C. Are there any other voltages or memory settings that I should play with?

For now, run a stability test for 12-24 hours, monitor your temperatures and look out for failures. After you can see if it's possible for you to lower your voltage (to reduce heat) or overclock your CPU more, depending on your likings. Fine tuning, I guess. :)

For some reason, sometimes when I boot up my PC it boots up with a multiplier of x6.0 instead of x9.0... What would cause this?

thats fine, that just means that the CPU is down clocked.. as soon as you put some load on it, say ORTHOS or another program that increases CPU load to 100% it should go up to 9.0x
