1067FSB is the bus speed. Raise it up a little (like 10FSB) and see if it boots into Windows. Download Prime95 v25.5 to stress the CPU and test if it's stable.

Under the Cell menu, you'll change System Clock mode to manual, and then you can adjust the FSB (frontside bus).

so 1067 is the total of the 4 cores then? 266.7ishx 4? I really do catch on slow

Well, actually it the same FSB on the dual cores. It called QDR (quad data rate) so yes, 266x4=1066 but not necessarily because it's a quad core. Some motherboards display the QDR (1066) and some display the FSB (266).

No, the cores aren't linked like that.

The base frequency for your processor is 266MHz, and the FSB is quad-pumped. That's where the 266*4 comes from, and that's regardless of whether you're running a single, dual, or quad-core processor.

As you increase the base frequency, you increase the effective FSB. Raise it to 300, for example, and your FSB will be 1200MHz (300*4).

The base frequency is also linked to your processor. Base frequency * CPU multiplier = CPU clockspeed. So in this example, 300 * 9 = 2700MHz, or 2.7GHz.

Make sense?

thats where overclocking can be handled, either via FSB or via multiplier only. Usually the best results (from what I hear) are done by lowering the multiplier 1 or 2 points and then increasing the fsb to a spot higher then original speeds. Some people choose to keep the multiplier where it is at and just do 5MHz bus speed increases.

Thanks HL and Corsair!

so I see it is also called EIST in my bios, but it is and was disabled. I think I may be in over my head, but now I'm trippin' cause my processor is throttled down according to cpu-z and that sucks. Is MSI's overclocking part of their BIOS the only option I have, is cpu-z sometimes wrong
No you are not over your head. EIST is not the only mechanism that will lower the multi. C1E also does it, so disable it. It is smart to leave TM2 enabled though as it is a safety net if your CPU gets to warm....

Even with EIST and C1E, the multi only drops down to 6 when the processor is idle, and once the CPU is loaded it will shoot back up to 9x. They are features Intel builds in to reduce heat a noise of the fan.
