You could also try running vssadmin Resize ShadowStorage /For=C: /On=C: /Maxsize=3GB in the command prompt, it should limit the size of the system restore file to 3 gigs.
I just tried to do the resize command, but a message came up "you don't have the correct permission to run this command. Please run this utility from a command window that has elevated administrator privileges. So how do i elevate the privilege? My user i'm logged on is already admin (vista)

When you open the command prompt, right click on it and click on "run as administrator" instead of just clicking on it.

Golden, the shadow copy storage was using 69 gigs of my hard drive.. sheesh.
Now, i still have room left on my hard drive as its a decent size one, but i'm thinking if anything goes seriously wrong with my pc anyways, i'd best reformat then worry about spending all that space on restore

Actually Vista restore is pretty good, as opposed to Windows XP and previous system restore function that would either tell you it couldn't go back or that got infected by virus and spyware all the damn time.
