How did you check the voltages? software is very inaccurate and should never be used to measure PSU voltages. If everything is good, temps etc. The PSU is the only thing left.

Just put it this way, the voltages are the same when it was stable.

You've ruled out practically every factor that Blake has listed. Try setting your BIOS to default.

Maybe flash to a newer/updated BIOS if one is available? If all else fails, try a reformat/reinstall of your OS and see how that goes...

I have tried reinstlling win2k about 2 times, and winXP about 3, they all crash unless underclocked

Damn, that's a bummer man.
How old is your hardware? Is there a chance that something is just plain worn out? Have you cleaned all the dust-bunnies out recently?

eh its my back up rig, circa 2001, the only new part in here is the HD and the GPU4

I doubt a bios flash will help, but it looks like your out on your last limb. Hes already tried reformatting his hard drive.

Define "crashing." Is the system freezing up, rebooting, giving a BSOD, suddenly turning off completely, etc?? Off the top of my head, I'd recommend two things:

1) Configure your system to spit out an error code when it encounters one, as opposed to rebooting or turning off. Right click on MY COMPUTER, select PROPERTIES, click on the ADVANCED tab, click on the SETTINGS button under 'startup and recovery,' and uncheck AUTOMATICALLY RESTART under 'system failure.'

2) Check the event logs. Click on the START menu, select RUN, and type eventvwr.msc followed by the enter key.
