In your sig you state "Generic PSU 430 watts"!

I am personally leaning toward jph1589, in that the power supply with the ECS mobo is not compatible. I think that running the pci e vid card without the 24 pin is your problem.
Do you have an old pci video card? Not a pci e but the old pci style of card.

If you do, or can get a hold of one, try plugging it in and trying to boot up the system. It could be, that the computer is accually booting, but the video within the pci-e is not working! Hence the one long beep.

I would try that before replacing the cpu.

No I gave away my old pci card to someone that needed it. i'll be getting a CPU early next week and if that doesn't do it then I'll get a new PSU. The CPU is suspect so I'll try that first.
