Looking back to your first post, the standby LED tells us you have 5 Volt SB power. Pressing the front power button causes the front panel power LED to turn on and remain on, that tells us the power line (button to motherboard) is correct.

You have had the board in and out and checked everything for shorts, poorly placed standoffs etc.

The fact that the fans do not spin up is a good indicator there may not be any 12 Volts coming up. This is where a basic DMM (Digital MultiMeter) or any meter capable of measuring the 12 Volts would be a nice to have. That or another known good PSU to try. My guess at this point would be a possible bad PSU which does happen with brand new units on occasion.

You mention when you hit the power button for a forced shutdown nothing happens correct? How about if you hold the button for about 5 seconds minimum? Does the front panel LED extinguish?

Again, it would be nice if you had a means to actually see if the 12 Volts (and 3.3 Volts for that matter) were coming up as they should.

I think you may have your connectors crossed. Look hard at the little wires coming from your case that you plugged into your motherboard. If you get the power button crossed with the reset switch this can cause your problem. I would check that first.

if the mobo has a CMOS clear jumper, make sure the jumper is not in place to reset it, remove it and try powering up... I had that happen once
other than that I would try a different power supply... if that doesn't help then you may have a bad mobo

I am not sure if this was brought up or not but what type of mainboard is this?
Also what type of RAM, I have seen a few times where RAM incompatibility will cause this to happen.
Also are you getting power to the fans and no post or no power at all?

It is more and more sounding like a bad PSU. I had this happen about a month ago, shut down my system, just to reset the modem, switch, router and server. Powered up everything, and when I got to my system the mobo light came on, hit the power button, and my temp sensor came on, and that was it!!! Dinked around with it for over an hour, thought "man, could it be the power supply" and placed a known good supply in, and bingo, it fired right up!

Some thing else that I noticed reading your posts, you said that you really had to press to install memory and something else. Was the board already in the case when you installed these items, or did you just have it on the table on top of the anti-static bag???

If you did have it installed in the case, there is a possibility that you may have damaged the motherboard while installing these components. I hope for your sake this is not the case!

But, the first thing I would try is some kind of a different power supply! Even if you just have a 300 watt, or can borrow one, just put the basics in as mentioned in previous posts.

yeah you PSUers were right
yesterday morning i went out and bought a new PSU to try it out and yep that was the problem, it had enough volts to light up the mobo led (reload with the 5v comment) but nothin else heh, bad PSU right outta the box, gotta love it

now its running for a little bit and turning off because of Overheating CPU

i'm guessing the HSF must not be pressed against it all the way? or maybe i need to put new thermal stuff on it since its original thermal got thinned out abit from being put on the proc 3 times

well it looks like its running fine now...but 1 question that i never ever thought to ask. im installing windows right now and in order for it to recognize that I have a SATA 320gb harddrive, i have to press f6 to install a 3rd party driver or whatever...from a diskette, do i HAVE to have a floppy disk drive to install windows? cuz thats really lame

you should be able to go into the BIOS and look for the SATA to ACHI mode or something liek that so you do not need to use F6

I looked in the bios, and all over the internet its saying you have to use a floppy
