I did apply too much artic silver and removed the excess after it didn't boot the first time. 7hrs later I had removed everything from the case and reattached everything. I also removed the hs again and completely clean the hs and cpu, then reapplied artic silver with the original amount that was on when it was working.

I forgot to mention I have an Athlon 64 4000+ with the stock hs.

But the CPU fan is spinning and all the LEDs come on. I don't think he killed his board. How is the video card doing? Is the HS/F on it spinning? Can you check the monitor and make sure its receiving a signal?

If the CPU was damaged, wouldn't he have gotten a warning beep stinger?

Maybe. But the 64 bit cpu's have the heat spreader over the top, so I really don't think that is the problem!
The next item would be static electricity!!! Did you protect your self by either holding the main chassis or using a anti static wrist band???

Very well may be your problem.

Are you sure that you put the processor in correctly?

What I would do: Consider taking everything apart & rebuild. I would check behind the mobo also. Put the minimum back on, CPU, HSF, 1 stick of ram, 1 optical drive, 1 hard drive, etc.

Is it possible to get some specs here?

Thanks everyone for the help. Turns out it was in fact the MB. I didn't have the parts to test and I needed everthing by this Sat. so I took it by a shop to have things tested. They overnighted the board and should be in today.

What caused the problem? Was it static electricity as I indicated the second time?

I don't know exactly. The guy said that he didn't see anything visibly wrong with the board but he tested all parts on a different board one-by-one and they all checked out. The only thing that wouldn't work was the board. He added a different cpu to my board and it still wouldn't boot. He said the only thing he could think of is that maybe when I took off or put on the heat sink, that I might have caused some damage to the board. But maybe a faulty board has been the problem instead of all the psu's I've had (3).

A couple months ago, I was helping my cousin build his AM2 system and after we got it running the first time, I messed around with something.. I don't remember what. But it wouldn't boot. I tried everything and it just wouldn't work. What finally got it working was unplugging the mobo power (it was already unplugged from the wall) and re-plugging it. It was really weird because the light on the mobo was already on.
