Sounds more to me like a CPU or a RAM problem, try dropping your CPU speeds, even if it means under clocking, and drop your RAM speeds as well. Also try bumping your vCore or vDimm a little bit. You may also want to download memtest86+ and burn it to a bootable CD/floppy and give a good testing of your ram.
I have never Overclocked/Underclocked my hardware so im not quite sure... I turned the AI Overclock Tuner to Manual. It gives me an option to set the "CPU Eternal Frequency from 100-400, It was defaulted to 200. it also gives me options for DRAM frequency and AGP/PCI Frequency.

Im not sure if setting it to 100 will underclock it, so im going to leave it until someone replys back

EDIT: It also gives me options for CPU VCore Voltage and DDR Reference Voltage

200 Default would be 800MHz FSB, correct? Try setting it to 170-180 at first. If Spinrite and the OS install still fail, put it back to the default, download memtest86 and check your RAM for errors.

OK so I had no luck underclocking to 170 (2.5GHz), so at the moment I am running memtest86+ and it had been going for almost 11 hours and it says Pass 72%
Test 44%
Test #7
Is this normal, does it just keep on testing until I exit it? It hasn't found any errors so I am guessing the problem isn't with the RAM. I am probably going to go and buy a new hard drive tomorrow regardless because that is the cheapest thing to start replacing in my computer.

Well... It turns out the problem was with the hard drive because I went out and bought a new Seagate 160GB SATAII drive and I installed vista and it loaded up great!!!!
I am releaved that I'm not going to have to go out and buy a new mobo and video card.

AGH got in late. You can still save the older hard disk. Vista treats me the same way, don't worry. Backup the important data if you can, and download/burn Ultimate BootCD

Ultimate Boot CD - Download the UBCD

Boot from it and browse around the hard disk utilities until you find a good partition manager. I'd recommend Cute Partition Manager. Nuke the vista partition, and then try formatting the disk. If that doesn't help, use KILLDISK to nuke the entire drive, then format it again in windows. Just to make sure you don't mess up and nuke the new drive, I would recommend disconnecting it.

Unless of course you already got the drive fixed, then ignore this post :P

You can use the free version of Active@ Kill Disk. Hard Drives Eraser. Free Download. Works VERY well and I believe you can only wipe individual partitions or the whole disk if you like.

Ah, good to hear it wasn't a serious hardware problem.

I agree with the others and see if you can get any important data off the HD. If the drive is defective, try and see if the manufacturer will replace it

Thanks for the suggestions guys... luckily before I formatted the drive I loaded up my Ubuntu Live DVD and put my important files onto my USB flash drive.
I may try to save the drive and put it into and external case and maybe give it to my dad because I have no use for it seeing as I already have 2 external drives (200 & 320 GB).
