Just curious, odd wording.
It means the IHS ("Integrated Heat Spreader" - the actual metal part over the CPU that's meant to come in contact with the heatsink) has been removed and the heatsink is resting on the "naked" chip.

See that picture? The thing on the left is the CPU after the IHS is removed - hence the "naked chip", and the thing on the right is the actual IHS.
