But a conductive paste/contact agent would definitely short the card? Will the provided contact pad guarantee not to short the card?

If you use conductive paste on open circuits (no IHS) then it is highly likely that you will short it out. I'm pretty sure Thermalright has thought this through pretty well and would not provide a thermal pad that would short it out...

Seems more effective to just stick a 3 dollar fan over the backside of the card. Or get one of those 10 dollar PCI slot blowers. Hell, a 120mm on the side panel would serve a lot better. I don't see the point in this, it's supposed to help reduce the heat from the doldrums around the north bridge but if it's passive it's still relying on the other case fans to do job they would have anyway. I like innovative ideas, but a $10 mod to the side panel of the case would do this job much better.
