Lapping is the process of sanding down the surface of the component to make it flatter and smoother for better contact and heat transfer (hopefully resulting in lower temperatures). You can read Yellowhello's CPU lapping guide here and a guide to lapping a heatsink here...

Ok so I decided to lower the CPU to 3.0 GHz for the moment, and it stays around 63C with occasional jumps to 65C under full load... Is this ok? Or should I lower it further?

I try to keep my temps at about 50C or less, I think the melting point for most modern processors is in the high 60's or 70's (depends on the processor). I would try and get those temps below 60. You have a great heatsink there, try pulling it off, cleaning off the TIM, reapply the TIM, and carefully reseat the heatsink. You can look at our Thermal Paste guide here...
