Seconded. I like to put the rubber squares when I build an HTPC because it needs to be very quiet and almost fan less, but other than this you won't notice very much.

The silicon thingy will do next to nothing. As for the dampening kit, those kits will block out low frequency noise but nothing else. Fans will still be able to be heard, maybe a little less. I would not get the TT kit though.

Besides the noise dampening kit will make your whole computer temperature go up aswell.

Yeah, you would be better off investing in better fans and/or a fan controller of some kind. You could also try cutting out the metal grate in front of the case fans to improve airflow.
