the 8600Gt gets enough power from the board itself through the PCIe slot but the newer card take much more power (some in excess of 200W) so it takes a little from the PCIe slot and the rest of the power is handled from the power supply...
even my ATi X1950GT still needs the 6-in PCIe power plug

It looks like there is a piece that goes on the back of the card, the aluminum one in that picture, probably to bolt the heat sink onto and cool the ram chips.

Yeah 8600 is WEAK compared to a 8800GT.

Ok..why do they make my card with the spot to plug it in if it dont need it? Do they use the same shape board for other cards that utilize the power point then?

it does need it.. without it then your video card cannot do its proper graphics processing... which may also be directly related to your webcam issue

oldman gamer, if you're saying the sink has a spot available but no plug port there, its probably because they use a generic sink/fan mold and just mass produce it and stick it on the cards. If you mean you have a 6 pin PCIe power pin, I have no clue how you're able to boot the computer and display without it whining when you turn the comp on. I don't think you have any external power needed. This cooler is for the 8800GT mainly, i don't think 8600GT will work for it.
And to comment on the cooler, doesn't this basically negate the "perk" of the GT's single slot solution turning into double (most people who pushed the GT over the GTS G92 mainly said they didn't want to lose their PCI slot or something.

There is a spot for a plug on top of my card.I had asked long ago if it needed to be plugged in and a certain someone told me no.When open the patient back up im going to plug the power from the PSU onto the GPU and see what happens.

IF there is a PCI-E connector on your card it needs to be plugged in, no if ands or buts. Under-powereing the card can damage it.
