Fan controllers are GREAT! You can even make one yourself, Check Out THIS Guide at Bit-Tech.net.
And one of the best fan speed controllers (the Sunbeam Rheobus) can be had for less than $15...

Sunbeam Rheobuss is about the best thing to get for controling fan speed, the rest of the ideas are pretty much common sense. Myself, I cant stant the foam junk, it just collects dust, turn down all the fans and there won't be a need for it, makes for a much neater looking case also.

I have one of the Sunbeam Rheobus fan controllers and they do work amazingly well. But my only complaint is that those damn LED's for each knob are obnoxiously bright. But I did find a mod that you can do to "dim" them down a little bit by soldering a resister onto the LED lead...
