Nothing at all comes on the screen. It doesnt flinch. I have to try and take out the battery on the mobo to reset it still.

Hmmm, that's not a good sign. But the fact that it will boot up just fine leads me to believe there is a connection problem somewhere, not a bad card. Try wiggling the DVI connector from the monitor a little bit where it is connected to the card when it is booting up and see if you can get the monitor to do anything. As dumb as that sounds, I've actually gotten cards to start working correctly that way...

If nothing is coming on the screen, and hasn't from the first time you put the card in, you've got a bad card. You need to RMA it. Like was mentioned before, the video cards Bios would at least show something on boot up. Assuming you've made sure all connections were good and the fact that your old card works fine, I'd be returning that new card for another one.
