Not really. Perhaps the clips are broken? Try using the other banks.

Make sure the little white clips are being clipped into the top most notch on the RAM sticks.

I don't know for sure but sometimes there are cuts made in the manufacturing process so the piece will fit onto a die or for alignment in another process. Those cutouts would fit nicely onto pins for alignment.
