Set it to 'Disable' and see if that clears up your problem. From peeking around Google, it appears that particularly board had/has a tendency to be finicky with 4GB.

That brought it to 2.5gb in the system properties. Any other ideas that might increase the amount? I've read something about using /pae to increase amount seen. Is that something I should try?

2.5 sounds right. Remember, your two video cards each have 256MB RAM, so thats another 512mb taken off the total the system can access.

This morning I went into the bios and I see 4gb available but only 2.5 usable. How can I increase the usable amount?

When you have a 32-Bit OS it'll only see 2.5GB - 3.5GB.
It really depends, my dad built a comp and his OS see's 3.5GB of the 4GB he put in there, he got lucky.

It's normal that your only able to see 2.5GB and theres no other ways to increase that. (other than getting a 64-Bit OS).

Personally, I think 2GB is just fine, the system doesn't really need more unless your running big app's at multiple times.

There is no way to increase the usable amount other than get a 64-bit OS

I was afraid you guys were going to say that. I wonder what makes one computer see more than 2.5 and another see less though. Just out of curiosity, how or where would you get win xp pro 64 bit? Searching around, I didn't see it for sale anywhere.

You don't want XP Pro 64bit. Extremely unstable, very few quality drivers around. You'll have more trouble than anything.
Here's a little chart, although 965 chipset specific, most chipsets are close to that in how they manage memory.

Hopefully this helps you understand how and why you don't see all your memory. :P
